Guest reporting (Alloggiati Web)

Every guest must be reported to the State Police via Alloggiati Web (art. 109 TULPS). Airbnb and Booking don't do it for you.

Does Vidimo file the schedine for me?

Do I have to report Airbnb and Booking guests too?

Yes. The legal duty always sits with you as the operator: the platform does not file the schedine on your behalf. Vidimo captures bookings from every channel in one place so no guest goes unreported.

Do I also have to report to ISTAT?

Yes, and it's a separate obligation from the police report — filing Alloggiati Web never satisfies it. Every accommodation sends overnight-stays statistics (arrivals and presences) to its Region, which feed the national ISTAT survey, through systems like Ross 1000: monthly, and in many regions daily. Even a month with no guests must be filed as a zero-movement declaration. The sanction here is administrative rather than criminal: the national basis is D.Lgs 322/1989, and several Regions add their own penalty for each month left unfiled (Lombardia, for example, sets EUR 250 to 2,500 per month under L.R. 27/2015, art. 40). Check your own Region's rules. Vidimo compiles this data alongside your guest reports; automated filing is in preparation with the Italian connector.

What do I risk if I don't report, or report late?

The obligations differ in kind. Failing to transmit a guest's identity via Alloggiati Web (art. 109 TULPS) is a criminal offence, not an administrative fine: under art. 17 TULPS it is punishable by arrest of up to three months or a fine of up to EUR 206. For the CIN: operating without one is fined EUR 800 to 8,000, and failing to display it EUR 500 to 5,000. The statistics obligation, by contrast, is administrative (see the ISTAT question above). Vidimo flags deadlines and keeps a trail of every report; check the exact amounts in the cited sources.

Does the CIN replace the old regional codes (CIR)?

Yes. The CIN is the single national code from the Ministry of Tourism and replaces the regional identification codes. It has been mandatory since 1 January 2025 and must appear on every online listing and at the property entrance.

Where are my data and my guests' data stored?

We process data under the GDPR within the EU. Vidimo is the processor of your data and keeps it only as long as the law and the reporting purpose require.

How does the tourist tax work in my Comune?
